The quarters of the Brás, Pari and Móoca, the most central area of the East Zone, seem destined to have a basic role in the global reorganization of São Paulo. This region was drastically affected by the deindustrialization, suffering great population and activities lost. The devaluation process, generating unemployment, fiscal retraction and equipment and building obsolescence, is enrolled in the logic of the flexible and dynamic accumulation systems. An ample reorganization cannot be carried through without deindustrialization and depreciation. 

The region did not know the recent restructuring processes of the metropolis. A freezing of this fabric occurred, when there not implanted the characteristic espatializations of the last period, as the condominiums, enclaves of habitation and services or popular habitation. It did not suffer the action of the conventional habitacional reorganization mechanisms, as the financing programs, real estate reinvestment and public policies of the local urban development. It did not go through the reoccupation and gentrification processes, engendered by renovation of historical places and installation of cultural equipment. 

The megaprojects exclude these gradual occupation strategies. They install themselves at once, in large areas, through the purchase or dispossession of all the territory. Which implies a massive and abrupt shift of populations, reinforcing the inequality of urban development and the social exclusion. The dimension of the available space in the region, due to stagnation and urban disorganization is essential to the global reorganization. Only a disinvestment at this importance can give space to a reinvestment in the scale proposed by the new real estate and of urban development projects.
