Largo do Glicério is a paved area limited by a viaduct, an evangelic church, governmental buildings, a shelter and popular housing sets. This area does not configure a square. It is a place of passage, mainly for automobiles.

The institutional buildings organization and the viaducts cut this flat extension, blocking its integration in the urban fabric. The whole urban area was de-structured, moving away real estate investments and attracting a great mass of homeless population. Here occurs the biggest concentration of social care entities (shelters, community centers, and churches) in the city.

A place where large investments in circulation resulted in a space where the formal city does not arrive, giving margin to the occupation of this vestigial zone by street inhabitants. The population in the area is composed basically by shelters and street inhabitants.

The plaza is placed in the limits of several revitalization interventions planned for the central area, as the Center Urban Operation. But these initiatives failed in reorienting the region occupation. It is also situated just below the foreseen SP Tower project perimeter.

Here overlap, therefore, the construction of great expressways, with the consequent disinvestment and informal occupation, and operations that intended to promote, in the 80 and 90’s, functional and residential density in the region. Isolated by the viaducts, it also could not be integrated into the recent East Zone large-scale development projects.

A situation that demand proposals directed to the reconfiguration of expressways adjacent areas and, overall, to new forms of spatial occupation by homeless populations.
